This is the last class every MPA student needs to take prior to graduation. I took many of her classes while at SFSU/MPA. She is very very knowledgeable about public policy/tech in public sector/strategic planning/performance evaluation/research. Very approachable outside the class. She also cares about students and wants them to succeed.

Comment:
For the first 6 weeks we had to read a case study and do a memo every week, which prepared us for the final paper. Dr. Stowers gives valuable feedback and allowed us to re-do the 6 memo for a higher grade. For the final paper preparing and showing her your draft early helps a lot. She taught us to be direct and was there for us thorought the class.

Dr. Stowers is a horrible Professor. She refuses to listen to students and understand their concerns. She reads off the PowerPoint lectures and is very unfriendly. I was looking forward to learning from her expertise, however, like the outdated literature, Dr. Stowers is the perfect example of an instructor who needs to retire from teaching!

Bad. Bad. Bad. Down right mean and hateful. Did not give constructive feedback on homework. Constantly changed assignments and deadlines, which was disconcerting. Did not take into consideration the work that was done before changes were made. So frustrating!

Be forewarned, you will need to pay attention in class in order to pay the final, which is full of hard statistics questions. Problem with that, is that you will have to delay work on your final paper. (Also too for PA 757, E-government, an online class. That was easy if you just keep up with the work/comments).

This class wasn't really "taught" at all. We were online for all but two class sessions. We had a forum that all the students participated in but the professor rarely commented on. And projects received barely a comment indicating what was done well and what needed more focus. She really phoned it in.
